Homeless Response Team Manager

Job Description

A fantastic opportunity has arisen for a Homeless Response Team Manager to join a public sector on a temporary contract based in Surrey.

To manager, support, organise and lead a Housing Options Team set up to focus on an emerging area of demand in the borough, in the provision and discharge of the Council's statutory homelessness functions and reviews.

Responsibilities:

* Participate in the recruitment and lead on the induction and training of new colleagues into the teams that you manage
* Manage and lead your teams on the day- to-day operational functions of the service to ensure the discharge of the Council's statutory housing functions in the areas of Homelessness Prevention, Relief, s184 Homeless Decisions, Homeless Accommodation and s202 Reviews
* Ensure that all duties are carried out in compliance with current legal and corporate requirements
* Develop and review appropriate local procedures and provide comprehensive advice and guidance to your team on difficult and complex cases.
* Monitor the performance and capability of your staff both individually (through regular one to one sessions) and as a team (through key performance indicators) to ensure prevention and relief activities are successfully delivered and that personal housing plans and s184 decisions are legally robust and of a consistently high standard
* Actively address and manage and training needs and poor performance within your team in accordance with the Council's policies and procedures
* Monitor and manage the casework levels for your team to ensure they are equally distributed and identify and remove any issues or barriers preventing successful targets and outcomes being achieved
* Provide regular performance, measures and statistical information to the Housing Options Manager
* Identify training needs for individual staff members and your team and ensure appropriate training and advice is delivered on new legislation, IT, case law and the Council's policies and procedures
* Address under performance and poor attendance in your team in line with the Council's policies and procedures.
* Work with all other managers within the division to ensure sufficient operational management cover is maintained for the overall Housing Options and Housing Needs Service during office hours and make the necessary and appropriate operational decisions in the absence of your colleagues
* Authorise and record the spending of all homelessness prevention funds by your team members and provide regular information to the Housing Options Manager for budgetary purposes
* Investigate and respond to customer complaints received in relation to your team in line with the Councils procedure

Skills Required:

* To be able to work on your own initiative.
* An excellent track record in motivating, developing, coaching and leading a team
* Be articulate and numerate with the ability to analyse financial information
* Proven negotiation skills to achieve positive outcomes for the service and the council
* IT user with excellent knowledge of Microsoft Word and Excel and be able to learn and use different packages and document management systems
* Time management and organisational skills
* Able to participate in the Out of Hours homelessness service (approx. 1 week in 10) for which an additional payment is made
* Detailed knowledge and practical application of current homelessness legislation, case law and policy

Responsibilities:
* Lead investigations into tenancy fraud and manage high-level ASB cases across general needs, leasehold, and Care & Support homes.
* Ensure accurate calculation, construction, and issuance of all service charges, including annual revenue charges and major works charges for properties.
* Maintain up-to-date, accurate databases and mapping for rent and service charge calculations.

What You Need to Succeed:

* Effective communication skills are vital, especially when engaging in honest and open conversations in sensitive situations, such as addressing tenancy fraud, supporting victims, and addressing ASB perpetrators.
* Extensive experience in ASB case management and a solid working knowledge of ASB legislation and tools used to combat ASB in a social housing setting.
* Prior experience in dealing with complex casework, gathering evidence, and attending court proceedings is highly beneficial.

MMP Consultancy are looking for a Head of HR to join a fantastic Local Authority based in East London on a Temporary Basis.

Responsibilities:
* Lead and develop the HR Advice and Consultancy team to provide high quality and consistent advice on the application of HR policy and procedures.
* Establish and maintain the Council's approach to resolution, ensuring assessment of all employment cases (grievance, bullying and harassment, conduct) to determine the appropriate route for resolution, including mediation.
* Develop and maintain toolkits (e.g., guidance, flow charts, template letters) to enable managers to carry out their people management responsibilities.
* Act as a key member of the HR&OD Leadership Team, driving cultural change and new ways of working and representing and promoting the reputation of the service within the Council.
