MMP Consultancy currently have an opportunity for a Project Surveyor (Major Projects) to join a local authority based in Bristol.
This will be a 12 month interim position with the option to be extended paying £40 P/H Umbrella.
The Role:
- To manage, take responsibility and be accountable for one or more construction projects, work programmes and/or professional surveying services across the City, either individually or as part of a team, to carry out repairs and/or improvements to the Council's stock of dwellings, buildings and land, ensuring that work carried out is of the highest quality, with appropriate design and materials and achieves value for money. To take ownership, be responsible and accountable for all aspects of the assigned project(s), programme or service from end-to-end and, in particular, to champion the experience of the customer in order to maximise customer satisfaction. Projects or Programmes may include:
- New Build programme, External Wall insulation cladding (EWI), Land appraisal, Conversions and extensions, Fire Safety, Demolition, Paint programme, Roofing, Windows, Heating, Electrical Re-wires, Kitchen Replacements, Laundry refurbishments. Bathrooms, Land appraisal, Building inspection/condition surveys, Party Wall Act notifications, boundary dispute resolution and environmental improvements projects.
Job Purpose:
- Evaluate, specify and carry out repairs, condition/improvements surveys/inspections of dwellings, buildings and land, as directed. Assess and diagnose defects. Specify appropriate remedial work and schedule work in consultation with the client, customer and other stakeholders. Specify, measure and order materials, equipment and joinery. Tender works and, order work through the Council's IT systems.
All works Project Managed by: Producing programme and project reports, initiating and updating project documentation, project appraisal and quality assurance, contract administration and monitoring progress/quality on site.
Fulfil the role of Project Manager, Supervisor, Contract Administrator, Clerk of Works as may be required by NEC Engineering and Construction Contract /JCT(Joint Contracts Tribunal) contracts respectively and delivery of all technical elements of allocated projects/programmes including:-
- Site inspections, surveys and reports on work in progress.
- Drawings, specifications, contract documentation and schedules of work
- Tender the works, evaluate tenders and report results to the manager to award the contract.
- Produce Highlight Reports, Risk Logs on work in progress and at completion.
- Surveys and technical reports including feasibility studies & site appraisals
- Making Building Regulation, Planning and other statutory applications.
- Certifying payments.
- Updating job records.
- Advise on forms of building contracts and consultant's agreements.
- Liaise with Procurement and Legal for appointment of contractors and consultants
- Assist in the preparation of reports to Boards or Committees
- Issue Party Wall Act Notices, advice and guidance to private owners
- Liaise with Right to Buy to issue statutory Leaseholder Notices.
- Maintain an up to date knowledge of changes in construction policy, legislation, innovation and best practice on all areas relevant to construction programmes.
- Detail and specify works for in-house teams, highlight dependencies in preparation for scheduling work.
- Responsible for incorporating low energy/sustainable construction principles into projects
- Fulfil all responsibilities and duties as required under Health and Safety Regulations. Advise Clients to appoint a CDMC for notifiable projects, and ensure Contractors and/or competent persons meet their statutory responsibilities in the safe management of works on site. Ensure that the H&S Executive 'F10' (Notification of a Construction project form) and all relevant H&S documents and signage are in place. Actively promote a positive H&S culture at all construction sites or places of work.
- Take the lead and liaise with the Line Manager, stakeholders and other parties to create and maintain a collaborative approach to achieve efficient delivery of the programme procurement, dependencies on other projects/programmes, optimising use of resources. Arrange, chair and attend project meetings as required. Drive forward improvements from lessons learned.
- Responsible for maintaining excellent levels of communication with customers from end to end of the service project or programme. Use imagination and innovation to deliver all forms of media to communicate purpose, progress and outcomes. Champion liaison and customer involvement at all levels. Conduct consultation exercises to enable customer choice, preferences etc. related to project or programme. Arrange, attend and chair consultation events.
- Ensure contractor and in-house performance is maintained to a high standard of delivery, and customer and stakeholder satisfaction maintained, through the regular monitoring of project targets. Identify and effectively manage any day-to-day performance issues, referring persistent failures, lesson learnt and development issues to the manager.
